There's many of these at the Ocean Palm Resort in Carlsbad, CA (northern San Diego County). Photo taken on the Labor Day holiday - Sept. 3, 2012.

Yes, it is. There's only one guy that does this type of palm carvings up in Northern San Diego County (as far as I know).
This guy did several carvings on some palms several years back on his street palms in front of his house. The city made him cut them all down. :>( The city reps said it was unsafe (which couldn't be farther from the truth).
