It looks like pampass grass. It grows wild here. It's horrible to have in your yard.

I have pampas on the island. This plant seemed to be smaller variety.

Because this smaller variety of pampas grass grows everywhere here in San Diego. It's extremely difficult to get rid of, once established. It's a weed.

Maybe because you have perfect condition for them to grow in. They are not a problem on the Island and I do like them. I only have one as they can get are very large.

Yes, pampas grass naturalizes especially in canyon areas.
