I had a similar idea a few years ago. My whirligig is cemented into the patio, but there are one or two plantible pockets so I put camomile below it. For a while it smelled lovely, but it didn't weather its first winter.

Depending on the size of plantable pockets, you could try a dwarf lavendar (Hidcote), - I had that in round the whirl initially. It was lovely with a great scent for about 5 years and then, as lavender does, it got woody. This year I tried the Margaritas and Lobelia, with Gladiola in the centre. Another idea I had a few years ago for an unused washline line pole was to attach chicken wire a few inches around the outside of the pole, but almost as high, and planted sweet pea which made a great show as it climbed through the wire. :-)
