I am not expert but it almost looks like white dwarf oleander? Although, I do not think it would survive winters in UK (outside) or would it?
The oleander (Nerium) contains the toxic glycoside oleandrin

Oh yes, it is great plant and deer will ignore it, which is a big plus in my garden. We have lots of deer on Vancouver Island. I have it probably for 5 years and it is little smaller than yours Simbad.

Many thanks.
With your help I have been able to look up Choisya Ternata "Aztec Pearl" and it certainly looks similar.
The one is the photo is growing in my garden in the South of England.
Isn't this wonderful to be able to ask a question and receive replies from afar.
