Plumeria 'Tricolor'

My Tricolor (or rainbow) Plumeria is finally flowering. It's been so slow to grow and flower this year because of the horrible pot and soil it growing in...it so desperately needs to be planted into the ground. Photo taken July 17, 2014.

I'm not sure. It should bloom in late spring or summer especially with all the heat you get there.
Do you fertilize your plants with high bloom in late summer and early fall? When you fertilize in late summer and fall this will help develop the latent buds for spring and summer flowers.
