This is a common ground cover here in San Diego, CA. Typically, it would be blooming; however, with the extreme drought it's probably not going to bloom well. Photo taken July 19, 2014.

I still don't think of it as being a Tradescantia...it was for many years Rhoeo discolor.
This plant is very widely grown as a groundcover in the tropics.
