There some hardys you can grow fine with proper drainage. One is Trichocereus tershikii.. a huge Andean cactus that I have seen grown in the UK of maybe 8' in height?. Just check out Paul Spracklin of the UK on the internet..look at his yards- he's done for others too- and be a- mazed!

However, he lives in the east of England, which is relatively dry.
Wales is a totally different place with a totally different climate. It is very wet and can be cold as well in the winter. This combination is fatal for cacti, even with plenty of drainage.
Interesting to look at some photos though :)

I love cacti and succulent plants. I wish I could grow them outside, but our wet Welsh winters would make them rot :(
