This is a lovely climbing Aconitum.

I prefer the climbing Aconitums but they can be a bit fussy about their conditions.

Not really. They like a free draining soil that is rich in organic matter. Like many climbers it needs its roots to be on the cooler side. It's probably pushing the limits to try and grow it in SoCal but if the seed pods ripen I can send you some.
