It's two plants - one grafted on the other - a cristate form of Euphorbia Lactea grafted on to a stem of Euphorbia Neriifolia.

Therefore not really a cactus, but a succulent plant none the less :)

It looks a bit coral like and would be happy in the sea! ;o)
