Is there a key to getting these to thrive and flower?

Treat them like any other herbaceous peony. They are better in a slightly shaded position rather than full sun. Also, don't plant too deeply - the resting bud should be just above the soil surface, not buried

Thanks Andrew, I've had one five years and it's never flowered yet.

The usual reason for not flowering is being planted too deep. Peonies start into growth very early, so if you need to replant it, I'd say do it asap

Well I have a cluster of red buds showing, do you think this is a sign the planting depth is ok?

That will be the new growth starting, but it depends on the level of the overwintering bud before growth starts
