I planted a Rubeckia Plant this yr&its all Leafs Spritz is this normal? Or is it just late flowering? :/

No - I have three different types of Rudbeckia - R.fulgida 'Goldsturm', R.deamii and this one. To be quite honest, you have to look very carefully to tell the difference between them!
