I have only grown Double Tuberous Begonias for showing, although i have started experimenting with a few other types of Begonias this last season. I have never grown the pendula Begonias, for hanging baskets.
Just a thought, if you want plants to grow up, as well as down, try mixing some pendula type Begonias with some Double tuberous / or other upright Begonias such as multi flora Begonias.

that is just beautiful have not long bin back from the isle of wight where i discovered a way to use my better in my 3 tiered basket and just wondered what you would think of it they had put all round the baskets large holed wire and the plants had gone up as well as down it was a pyramid of outstanding beauty do you think this idea would work with begonias?i have never bin happy with the plants i put in the 3 tier and would be grateful to see what you think best regards maxine
