It's an ornamental grass, an annual called Hare's Tail or Bunny's Tail. It gets to be about a foot tall. The latin name is Lagurus ovatus. I bought the seeds from fedcoseeds.com.

What a lovely seed head! Is it a wild grass or an ornamental?
