looks like you've done some excavation all ready! seems your problem is a spring thing too. If it's solid clay underneath you might want to lay some drainage tile on a bed of gravel...but that means going quite deep and a good deal of expense and labour. You really need to lighten up that soil somehow. perhaps a layer of sand about 14-16 inches down..with some nice loam overtop. You have this problem because the clay in your soil holds on to the moisture very efficiently...what were you planning to plant in this space? Maybe you could look for plants that don't mind wet feet?

Just after this photo was taken I added a load of gravel to replace all the stones I foolishly removed last year and it has drained without problem throughout the winter. I grew tomatoes and beans in this spot the year before I broke it - it's destined for herbs or veg this year but I'm not sure which where yet :o)

Fortunately it's only small stretch.
