I'm pretty sure this is Jatropha integerrima. This plant usually grows to about 10 - 12 feet tall here anyway. It may grow larger there. This plant usually blooms most of the year, heaviest in Summer of course. It loves very high-heat. The seeds of this plant is extremely poisonous...if ingested it can kill a person pretty quickly.
I used to have two plants, the form called 'compacta' , but sold them several years ago.
