He was a stray but in the islands and in Athens strays are treated very well...there is a program to sapy/neuter them, many are given collars, and people tend to just feed them, etc. Also cats, but those are fewer in number. Generally the dogs are very calm, I even saw one crossing the street with the people - he even waited for the light to change!
