My three year old apple tree with a bit of a nasty rash...

Detail of an apple tree grown from seed to around three feet or so and again grown from local Glastonbury apple seeds (Glastonbury is also known as Avalon ....Isle of Apples among many other titles...lots of orchards in Somerset!) The dear soul has reached his third sumer but has still has the same 'rust' and crisping plus a white fluffy stuff that curls the leaves. He grows but not much and isn't very vigorous. In this he is very unlike his eight foot companion planted at the same time! Any ideas?

I think this is a fungal disease known as silverleaf. Do a google of it - there's a lot of info out there. All my apple trees have had silverleaf for years, but they seem to do ok, but they are very mature.
