It looks so healthy, and I move it around the greenhouse chasing the sun. Cannot see any sign of anything that may be a flower starting, but leaves popping out every other day.

Yes it is growing well, but I just cant make it flower...or maybe it doesnt flower til later over here.....It requires a minimum of 6 hours strong sunlight during the summer so its constantly moving.....Thanks Eileen and Alan

Milky:

Sometimes the flower spikes can start late...however, the next spring if the flower spike doesn't fall off it will bloom. I've had flowers on my Plumeria trees bloom for 3 years from one flower spike. It's not too unusual here.

They can benefit from high-bloom fertilizer...if it doesn't bloom this year it could possibly the following year. The latent spikes/buds are in the stem usually the fall before the following spring or summer they bloom.

Remember Plumeria need very hot temps (High of 90F/32C at least and lows of 70F/ 22C) and sun.
