Not sure what this is, but I have let it grow and water it regularly

Looks a little bit like Flax as in the Flax we eat, but not so sure on it. If it get a small red flower then it cud b.

I though Flax was an upright plant with long slim leaves ?
Is it an Artemisia ?
N2, is this a perennial or annual ?
