The outer part is the spathe, the inner bit (that looks a little rude) is the spadix, and the minute flowers are attached to that. So we don't actually see the flowers.
And yes, just the one inflorescence per tuber per year.

Look at that ! will it have just the one flower do you even call it a flower ? the Arisaema seeds sent to me have grown foliage but nothing else as yet !
