It is lovely plant (small tree) Sticki but I understand that all parts are poisonous . It's defence I guess.

This is Caesalpinia pulcherrima 'flava' which is pretty common here in San Diego. Caesalpinia mexicana commonly grows here, also. C. mexicana is a coarser shrub or small tree with greyish-green leaves the flowers are a lot different, also. I've posted some pics. Here's one of my pics.
