I am beginning to worry, because the flowers haven't opened up yet and every Lavender I am seeing lately, they have open flowers

Don't worry. I have some in sunny spots that have finished flowering and another in a more shady spot that's not there yet.

Funny thing is, I went out today and when I got back I noticed some had started opening so I will take another picture when they have opened fully.

I don't think you need worry. They'll open when they're ready to do so and you'll have flowers on yours when they've finished with everyone else.
