This is special,
what kind of soil do you have?
Mine went backwards when planted out so have repotted for the time being it has just to buds this year and is a lot healthier.

Yes, it's the fern leaved peony, Paeonia tenuifolia.
The top soil here is 32 inches deep, well drained silty loam, neutral/acid pH, incredible stuff, a gardeners dream, but peonies did equally well in the heavy, lime rich clay of my garden in Sweden, so I don't think they are very fussy. They certainly aren't tender, surviving 6 weeks of below -20 centigrade without snow cover, (gravediggers announced that the ground was frozen to 6 feet below the surface).
The only facts I know about peonies are that they don't like being moved, and if you plant them too deeply they refuse to flower. A quick google for Paeonia tenuifolia surprised me with the information that they come in pink and white as well as red, and some of them have double blooms.
