I think I've seen photos of some growing in the U.K. The fronds burn very easily in cold...however, the tree can survive temps to 18F/-7C. if it's not protracted.

I would think that Washingtonia robusta - Mexican Fan palms would only grow in the mildest climates there. They don't seem to like cold and wet... as they can get bacterial diseases.
