Relocate a rambler?

Today I noticed that one of my rambling roses has rooted a shoot. It must have happened quite a while ago, because junior has four stems and a couple of flower buds, but is still strongly attached to Mama. When is the best time to sever this relationship and move junior to another part of the garden?

Rosa 'felicite et Perpetue' did this for me last year. I severed the connection as soon as I saw it as it was growing strongly and will move it in November or late February/early March. Easy way of getting free plants, isn't it?
