I received this pine tree plant in December and wanted to plant this outdoors in the spring. But by then, 95% of the plant had turned brown. Does this mean the plant has died or do these plants turn brown in the summer but green in the winter? Anything I can do to bring it back to life?

Grao, I can think of three main reasons for your Chamaecyparis turning brown:
Lack of water and too much heat;
severe weather in the winter just after you planted it;
dogs or cats spraying (peeing on) it.
These conifers should stay green all year round and it very much sounds as if yours is dead.
