I want to purchase a shredder/mulcher that will shred my garden vegetable plants such as large tomato and pepper plants. Is there such a shredder?

I have a shredder with the blade on a horezontal spindle, as in a planing machine. It is magic for shredding woody material but it doesn't like soft stalks or leafy material.

Yes, mine gets clogged up if softer material is added. Try laying the soft stuff on the lawn and 'lawn mower' it, then add to the compost heap.

I do that with autumn leaves and use them for winter mulch - not tried it for bigger stuff.

Just be sure you get one that is right for you and your Shreddies. I had one once and it kept clogging and it did not work very well. They can be very tempermental. And one of the reasons, I assume, is less work. So cleaning out the thing was more work!

Yes, but be aware that most shredders work best with a mixture of soft stuff such as you mention and more woody material.
