What is the best mower for cutting un-even lawns, hover or rotary?

I was advised in store that a rotary mower was better than a hover for cutting un-even grass, but looking on the internet, views do vary.

My favourite is a hover, preferably a small one which doesn't collect the cuttings - ones with grass collection systems are heavier and not so easy to swing about. I've had a 10 inch cut basic flymo with a metal blade for 24 years- love it to bits, keep it going, easy to transport, does a great job on anything from short to 8 inch high long rough grass, brilliant on slopes, and on lumpy bumpy lawns. Just have to watch you don't skim too far over the edges. Great advantage with a hover is that, if you haven't got round to cutting the grass for a while, it'll cope with it. AND it cuts those long thin stems that others leave behind ...

our hover is a pain in the butt on a sloped part of our garden, but maybe better if it was smaller
