I have an 18" high Lonicera Hedge (Lonicera nitida) that thrives beautifully in similar conditions to those you are faced with!

Or try Euonymous 'Emerald and Gold' for some brightness. You could buy these cheaply in nurseries as they are selling them for winter container plants.
