I want to know what could have killed off my 30yr old Laurel hedge

Its never been like this,only when the coucil never came and cut back there hedges over the back of my garden,as you can see.It is full of Mother Die,and different bushes,could a sap of the Mother Die,have done it,or is there a fungas???

Mother Die is a confusing name as this is a common name for Wild Carrot, Cow Parsley and Henbane amongst others.
I don't think this is the cause of the problem.
Has the Council been spraying weedkiller along the footpaths in the last few weeks?
Has there been drought conditions (little or no rain)?
Are there any critters on the leaves?
None of these? Then that leaves disease!
It may be fungal or some other infection.
