Can anyone tell me the name of this plant. The top of the steams are pink.

It looks like mine - if it's in flower now - mine is T. ramosissima.

Yes, it's one of the Tamarix shrubs/small trees.
There are a couple of species such as T. pentandra and T. tetandra with similar names and similar habit. Free drained soil in full sun, sandy if possible and one of the best shrubs for a coastal site.
