My hebe is covered in tiny white mites, like miniature hundreds and thousands - what can I do?

The little mites are all over the leaves, and the branches seem a bit blackened. It is the yellow and green kind of hebe. The mites seem to be spreading to a white and green hebe nearby

the white sounds like whitefly which is a pain to get rid of, dont think any pestisides do it either, not sure about the blackened branches though,
