what are these tiny white flies on my honeysuckle

when I shake the leaves the flies fall off and look like tissue paper torn into tiny shreds

Wont have any harmful effect on the honeysuckle if it is whitefly

Does sound like whitefly, and as far as I'm aware, none of the pesticides work on whitefly.
