I would like to know if Sorbus cashmiriana and Sorbus koehneana are actually the same species commonly known as the "Kasmir Rowan"?

No, according to H. Mc.Allisters Monograph the true species of S. cashmiriana and S. koehneana are different species. S. koehmeana comes from China rather than Kashmir. It is rare in cultivation, so what may be labelled as this plant may well not be so.
