I planted a double flowering cherry tree in June. It is doing very well, and I want to contain it's growth to about 8 ft tall. How and when to prune it ?

The above point is valid, but of more concern to me, would be the roots. If it is a large tree, and planted close to your house (within 10 metres), I would dig it up now!!!

Which variety is the cherry - the full Latin name please? Hopefully you have purchased a small cultivar, otherwise you've got a problem - if its one of the larger ones, you will have to cut it more often than just after flowering - if you keep hacking it back, you may lose the flowering stems.
