This looks like Rudbeckia too but the leaves aren't consistent with them, they look too round.

I wonder what others think ?

I think at this time of year its a Rudbeckia fulgida suffering from draught and if it is, this perennial plant is hardy, likes most soils, and sun or shade needs water.
I too thought ligularia perhaps greynog? but thats an early flowerer?

It likes damp conditions...by a pond or stream, or in a bog garden.
