Knotty question this - I have written a blog on watering which you might want to read if you're really bored (click on my icon and select it from my blogs). Otherwise, it depends how you're watering - if you're using a can without a rose, putting the water straight round the roots of the plant, on the soil, and nowhere else, it's fine, so this works well in pots particularly. If, though, you're using a sprinkler, or the spray gun on the hose, its a no no because it will get on the foliage and may cause scorch.

« I've had to give up on trying to save my Honeysuckle from Powdery Mildew and...
i have a policy that if a plant looks thirsty I water it especially when its very hot ... if its during the day I try not to but if i have to I water it on the ground making sure no splashes hit the actual plant as this is when they scorch and crisp up
generally as a rule you shouldnt but I do
so I personally say you are both right
