Pansy For- runners

Bought some pansy seeds a while ago from a well known auction site. When they arrived they were in a snap bag and it was explained this was because the came from surplus ( bulk ) stock. They were also described as " For-runners. Can anybody explain what that means please

Think it's just the type or series Tomo.
If you google 'forerunner pansies' it shows the colours of winter pansies.
