I would assume you are referring to Salix integra 'Hakuro Nishikk', formerly known as Salix integra 'Albomaculata', the 'pom pom' look is not natural and is usually created by grafting onto a higher stem, and regular pruning of the foliage to give the 'pom pom' affect
