which plant food is the better for outdoor shrubs/perreniels, one with an NPK of 4-7-4 or one of 10-10-10?

It depends on what your soil is like, Richie. If it is alkaline, a food proportionately lower in phosphate--the second number--is better. In acid soils, the opposite.

For general purpose, that is, to feed a wide range of plants, something like Growmore which has an NPK of 7-7-7 is pretty standard, so of the two you've mentioned, I'd go for the 10-10-10.
