My Salix Integra Hakuro-Nishiki Tree was attacked by black aphids last summer. I managed to get rid of them but didnt get much foliage out of the tree for the remaining summer. Theres no sign of budding yet so does that mean the tree is dead or should I leave it another year to see if its dormant?

It's a bit early to decide its dead - if there's no sign of growth by May, then is the time to remove it. Aphid infestation on its own won't have killed the plant, but there may be some other reason why it might have died, but as I say, wait.
