I believe that this is the legal limit for the height of fencing without planning permission, so you probably are stuck with it, unfortunately. Have you talked to them about your concerns?

The only other suggestion I have is to make the best of it and plant climbers on a trellis in front of it to disguise it as well as shade loving plants. It is a shame if you had a sunny border before, though..

I agree with Spritz make the best of it, very very few buildings have a right to light. Also 2 metres sounds within the rules for side and back fencing.
