After the prolonged very cold spell my Cordyline`s leaves have drooped ( but not fallen off).
Will they recover and be upright.

Most cordylines have drooping leaves towards the base - these usually wither and drop off eventually as the plant gets taller - with your cordyline, and after all this weather, you will just have to wait and see whether the drooping is temporary, or whether it is a precursor to the plant giving up the ghost - leave it till spring, see what happens.
