i haveto move an established 12 year magnolia now coming into bloom for building extension. will this kill it? when would be an ideal time ?

What I would do is a dig a hole as big as possible first for the Magnolia to be placed to then dig around the Magnolia keeping as much root as possible then transfer it to the freshly dug hole. Keep it well watered and it should be OK.
