I have some English ivy growing around some oak trees with mulch also. Can I put the mulch on top of the ivy and have it still grow? I would like to keep the ivy.

Be best if you could ensure some of the ivy branches are protruding from the mulch, but ivy is the very devil to get rid of, so I doubt very much a layer of mulch will kill it.
