Dying ivy

I have a very well established ivy which covers an outside wall. Recently the leaves have been covered in white 'things'. They are more than marks and look like bugs but do not move. I tried a spray and although this 'squashes' some of them, it has had no great effect. The whole plant is now dying. The main stems look burnt out. Is there anything I can do? Thank you for your help.

Sounds like Mealey Bugs and it took 3 sprayings 6 weeks apart for me to get rid of them on one of my shrubs. I used a "Neems" product for Mealey Bugs and other pests. Ask at your most trusted garden center.
