lilac - flowers which don't flower!

For the last two years our lilac (don't know the variety - but the "normal" colour) has produced a good set of stems with buds. However while some buds do come right out, most just shrivel and die - any idea why? The plant is close to a tall hedge, so is a bit overshadowed but does get some sun. In all other respects it looks quite healthy.

Do the buds look as if they have been burned? There is a nasty virus which affects Lilac. It kills the flowers and top leaves, leaving them looking as if they have been burnt. Sadly there is no cure for it.
