How deep do you need to be for water plant shelf in a home made water feature?

A few inches for the marginals is enough. Don't think about lilies or any of the deeper water aquatics, because they need to be inches UNDERr the water. Some iris, marsh marigold, brooklime, typha minima (dainty little reedmace), and common cotton grass, they'll do for a start.
