We have a clematis texensis 'Duchess of Albany 'It produces lots of green foliage but no flowers

Well, my first thought is that it's too early for flower yet. It's an August to Sept one, and there's masses of time for it to produce flower bud.

Are you attaching it to a support? It will not climb on it's own accord.
