I have an olive tree in a pot and I noticed the flower buds are turning brown and dying and that there are tiny dense cobwebs wrapped around some. I just spotted a tiny orange worm retreating into a flower bud.

It sounds like a tent caterpillar of some sort, though I admit that I haven't found anything like that on olives, yet. I would use something containing Bacillus thuringiensis kurstakii, or spinosad. Carbaryl or pyrethroids a slightly more toxic alternatives, but they may be easier to find.
